Northern Sports Facilities Upgrades

The Northern Regional Sports Facility Plan was a collaboration of local councils who are committed to working together to achieve shared outcomes for the Region. The Australian Government has a clear vision for sport in Australia: “to ensure we are the world’s most active and healthy nation, known for our integrity and sporting success,” yet more than 87% of respondents identified at least one barrier to participation. 

The Regional Sports Facility Plan included extensive engagement, with each participating council regularly engaging and meeting with stakeholders to understand their requirements and priorities for the future. Regional Sports facility upgrades proposed will deliver quality facilities to enhance the region’s role and capacity as a place for social connections and increased recreational opportunities, this will improve the quality of life for our residents. Below are initial projects identified and inspired by the study.

These projects were presented to a forum of 50 northern leaders on 20 September 2023. As part of the forum leaders were asked to provide their thoughts on projects presented. Specifically

 

  1. What three words describe the benefits to Northern Tasmania, of the project’s success?

  2. What is the order of regional priorities that the project addresses?

    • Building prosperity

    • Contributing to the culture of the north

    • Contributing to the health of the environment

    • Contributing to the Northern Tasmanian and Tasmanian brand

    • Improving wellbeing and social outcomes

Northern Tasmania Cricket Association (NTCA) – Regional level facility

  • Multi-use facility

  • Critically important part of the sporting infrastructure serving the Northern Tasmanian region

  • Desired Outcome, a new multi-use, multi-purpose facility including:

  • Shared club room facility

  • Parking and traffic upgrades

  • Indoor training facility upgrade

  • Outdoor cricket nets upgrade

  • New basketball courts

  • Shared fitness, health and play space

  • New multi-purpose function & viewing space for Elphin Sports Centre & Launceston Tennis World

Launceston City Football Club

  • Launceston City Football Club (LCFC) changeroom upgrade 

  • Senior and Junior program, male and female participation to be catered for

Desire outcome:

  • Contemporary facility

  • Remove barriers to participation

  • Caters for all participants

  • Improves social interaction

Prospect Vale Park – Regional Level Facility

  • Multi use facility

  • Over 1,000 participants each and every week, all year around

  • Improvements required to manage pedestrian and vehicle traffic, improved risk and safety within the site

Desired outcomes:

  • Roundabout on Westbury Rd complete

  • Property purchased, demolished and a new entry point established

  • Internal road network, parking areas, and pedestrian movement required achieving better separation and movement between playing surfaces

  • Ability to restrict vehicle traffic flow to certain areas of the site

Deloraine Football Club – Local level facility

  • Deloraine Racecourse Precinct planning is underway including different infrastructure aspects being discussed with the community

  • Flood affected again in October 2022

Desired Outcomes:

  • Improved clubroom and function room facility

  • Better caters for water movement throughout the site

  • Accommodates Senior and Junior programs, male and female participation

  • Improved health and social outcomes for the area

Longford Sports Centre

  • Council has in recent years spent over $2.4 million renovating and expanding this sports centre at Longford. The centre’s stadium is heavily booked for netball, basketball, badminton, football clubs’ training sessions, after-school activity programs, and intrastate competitions. A second stadium is required to keep up with demand.

  • This project will see the centre expanded by the construction of a duplicate stadium. The proposal includes new court spectator seating and an additional storeroom. To future-proof the facility, the spectator seating will be removable in areas to accommodate a variety of users. The existing stadium will also be renovated to meet Basketball Tasmania Standards.

Desired Outcomes:

  • Improved community connectedness as more people get out and about in their community

  • Improved quality of life as individuals achieve better health outcomes

  • Decreased health system costs as active individuals are less prone to illness and chronic health conditions

Longford Sports Centre

Perth Sports Precinct

  • The existing recreation ground in the town’s centre is overwhelmed by the growing population. This project will see a new regional sports and recreation precinct, incorporating a contemporary community centre, built on a green field site in North Perth. 

  • It will include an oval, netball courts, aquatic centre, tennis courts, soccer field, skate circuit, indoor and outdoor sports arenas, adventure playground, clubrooms, cricket practice facility, an exercise pathway and car parking.

  • The community centre next to the primary school has limited meeting and recreational spaces to meet the growing demand from community groups. Once the new precinct is established, it is envisioned that the current recreation ground and Community Centre sites will be acquired by the state government to expand the primary school and/or establish a high school for the growing number of students from Perth and Evandale Primary Schools.
